In a decisive runoff election, ultra-conservative politician José Antonio Kast has clinched the presidency in Chile.

A Clear-Cut Triumph

With more than 99% of ballots counted, Kast won 58.17% of the ballots, defeating leftist contender Jeannette Jara, who earned 41.83%.

This marks Kast's third attempt at the presidency, having in the past been defeated by the sitting president, Gabriel Boric, in the 2021 second round.

Campaign Centered On Security and Migration

Noted for his staunch Catholic views and admiration for the era of dictator Augusto Pinochet, Kast's campaign was primarily built on promises to address rising insecurity and radically reduce immigration.

He repeatedly pointed to migrants, notably the around 330,000 illegal individuals in Chile, for crime rates. Throughout the race, he gave an ultimatum for them to depart before the March 11 handover or face expulsion.

His proposals featured controversial measures such as building detention centers, barriers, security fences, and bolstering the armed forces presence on the northern frontier.

Part of a Continental Shift

Many observers see Kast's success as aligning with a broader right-wing wave in Latin America, similar to recent electoral results in nations like Ecuador, Bolivia, and Argentina.

Nevertheless, other pundits also frame it as a part of the regular rotation of power between left-wing and right administrations since Chile's establishment of democracy in 1990.

Ruling Lacking a Clear Mandate

Despite his sweeping electoral triumph, Kast is not expected to command an clear majority in Congress, neither in the lower house nor the Senate, even if all right-leaning parties are counted together.

This legislative situation could hinder his agenda, including a pledge to slash public spending by $6 billion within a year and a half—a proposal for which he has not detailed concrete steps.

"We have numerous aspects about what a Kast administration will look like that we don't know because he has not detailed the way he will do them," commented a political analyst.

The expert added, "Regarding fiscal matters, it is highly probable we will see austerity policies typical of the right-wing. But where there is much less ambiguity is on public safety, because that has been his flagship issue during the race."
